No it is not. Customers may wish to consider full access users which are concurrently licensed as an additional mechanism for licensing many users. For example, if usage is relatively light for a certain job function, like checking month-to-date expenses, a single full access user may be able to serve dozens of people in an organization, one at a time just as the concurrent licensing model expects. Some customers will find this to be a less costly alternative for licensing user access. Please note that the full access user requires that you use the windows client (rich client) and concurrent licenses to perform to access the system database, because it is a direct access of the dynamics system database.
