A. No, agencies must certify their data at the beginning of the calendar year to OFPP. This certification affirms that the data is complete and accurate. SBA then receives a copy of the database and analysies the records to ensure greater accuracy. Once this process, SBA has the database frozen to produce the official Small Business Goaling report. Since FPDS-NG is dynamic, records may be changed at a later date and result in goaling data that is not consistent with the official Small Business Goaling Report.
