The service is provided to each household – the recycling truck must pass each household along its route – so each household shares the cost. This shared expense concept is common for the services provided to residents (e.g., garbage service, police and fire protection, emergency services, library services, pools and parks, public education, etc.) The additional monthly fee also encourages participation.
