The owner(s) and occupier(s) of private land, footpaths and alleyways are legally responsible for keeping their land clear of rubbish. The Council’s Environmental Health Service has the legal power to force owners and/or occupiers to keep their land clear of rubbish, however, if they do not co-operate with the Council, it can take several weeks for the legal process to get the land cleared of rubbish.
