Is the Catholic Church currently allowing “lay” priests or those who are married to perform priesthood functions?

Recent Catholic register has news on this topic from the Vatican. They are allowing priest those got married, but now have left the marriages and have reconciled with Catholic faith (based on certain rules and regulations), they are allowed to come back. The one example was Archibishop of Zambia, he had to let his wife go, he reconciled with Catholic Church, but was reunited with his wife in US. He was released from his duties as priest. But if he let go his wife and take the oath again, he will be allowed to act as a priest. However, he has started the moment as “Married priest Now” (I am not very sure of the name) under which he met the Pope and vatican officials who have denied his motion.

No married man can first of all become a priest. He must let loose of all wordly temptations that may bring down his faith. If you have seen married priests they are not true priests. There are married men though who do perform duties for the priest but do not do the major spiritual functions. They are deacons.
