Is the cable fauly if there are less conductor strands in the cable then stated in the guideline of a general conductor make-up specification?

No. According to international rules and regulations the conductor make-up is determined by the maximum diameter of single strand and the maximum conductor resistance assigned to the cross-section and not based on the number of copper strands. In view of this, some cables may have less strands and are smaller in diameter than listed in the guideline but they will still comply to the standard VDE 0295, IEC 60228 & BS 6360 and will have the correct conductor resistance.
