ANSWER Yes, the value of the BOGG fee waiver is exempt in the food stamp program. In-kind income is excluded in the FSP. FSPG 63-253.2a, states that any gain or benefit which is not in the form of money payable directly to the household, including non-monetary or in-kind benefits, such as, but not limited to meals, clothing, public housing, or produce from a garden is excluded.
