The Invasion was actually dreamed up in the Eisenhower administration (Richard Nixon, Ike’s VP). Ike refused to allow the CIA to proceed because it did not meet Ike’s standards and prerequisites. Ike had two policies regarding military action: It has to be an all or nothing proposition, nukes are always on the table as a viable option. This policy was intended to keep the U.S. out of small wars that have little bearing on the world picture or U.S. interests. For an invasion to be a viable option, there must first be a government in exile and secondly, not only must there be that recognized government in exile, but the people must be freely willing to obide by that government’s rule once reinstalled.
