Is the Authority aware of any heat hosts?
Suitable heat hosts will include industrial & commercial heat users and district heating systems. Defra have commissioned a desk top study which identifies some major industrial & commercial heat users: (http://www.defra.gov.uk/environment/waste/wip/widp/potential.htm). In respect to district heating systems, prospective bidders may want to consider contacting Peter North (peternorth@lda.gov.uk), Head of Decentralised Energy Delivery at the London Development Agency (LDA), who has knowledge of the London Thames Gateway Heat Network (www.ltgheat.net) that is likely to extend west to cover other areas of London.
