All ARRA funding is to be awarded by 2011. The funding is not “ongoing” because each state and each federal agency was given only a certain amount of ARRA funds to award. Once that funding is depleted, there will be no additional grants from that source, unless Congress chooses to increase the amount of funding for that state, agency, or program.
