Yes, if the tread is badly worn, tires lose most of their stopping ability- especially on wet road conditions. For safety reasons, you should replace your tires when the grooves measure only 1/16 of an inch deep (about the same thickness of a nickel). Regardless of the traction grade a bald tire is always dangerous.
