A “Tactical Nuclear War” to the best of my knowledge, in terms of use of small-focus nuclear weapons, has not happened so far. I think the reason this has not happened is because of the fear of very unpredicatable and extremely dangerous consequences, well into the future. In trying to answer this very topical and critical question, the cost of development and production of a nuclear weapon is an insignificant, simplistic variable. Collateral damage of unimaginable scale, and the consequent multiplier effect of the de-humanization of world politics, is the real cost.
