Is Sun turning over decisions about the code base itself licensing and such to the GB?
No. The GB’s role is to build a community in which everyone is empowered to participate in the evolution of the technology. But the Charter does not transfer any title or rights under intellectual property law to an independent organization, nor does it confer upon the GB any right to alter the licensing of the OpenJDK code base.
