Yes it is illegal in the Netherlands, including Amsterdam. As far as I know there are no places in the western world where cannabis is legal. Smoking as such is not illegal, but possession is, as is selling. But in some countries there are exceptions on the ban or the law is officially ignored. In the Netherlands there are places that sell cannabis, and they are not closed as long as: They have a license. Do not sell to people under the age of 18. Do not allow people under the age of 18 on their premises. Do not sell more than 5 grams to one person on any given day. And there are more rules which I do not know. In some other countries cannabis can be used if you have a doctors letter stating you need it. That is the case in some parts of the USA, but I am not sure whether it is ‘legal’ or just ignored.
