Is SHPO going to pay the extra costs for doing things their way?
The SHPO does not pay the additional costs, if any, for doing the projects according to the Secretary of the Interior’s Standards for Rehabilitation. You are receiving federal funding to do the project; it is that federal funding which triggers the SHPO review. It is the responsibility of the federal agency, or in this case you as the funding recipient, to avoid, minimize, or mitigate adverse effects to historic properties. In some cases this may mean incurring an extra cost.
