It may be illegal to distribute copies, that depends on the specifics of the law in your area, you’d have to check with an attorney. The footage could be considered private property and as such you may not distribute it. It would not be illegal to use the footage as evidence against those therein in a lawsuit or formal complaint. However, if you don’t have legal permission to access the footage, using it for any purpose may be illegal. For example if you are not supposed to have access to the equipment, or are not an employee, obtaining the footage may itself be illegal. If so, it would not be admissible in court. The footage, video, and/or audio, may not be admissible in court if the laws in your area forbid it without employees having prior knowledge they are under surveillance. Yelling at children is not a crime. Ethics and morals are subjective, and are different per individual. The most unethical thing I can think of would be allowing the activity to continue and not exposing it.
