Personally, I would prefer 2003 for making a Pokemon game, although the major support has shifted towards RMXP and RMVX. There are a few Pokemon resources for RPG Maker – if you know where to look. It’s probably better to try and use RMXP for a Pokemon game because of its built-in programming language, RGSS, which isn’t really that hard to learn but is a lot more versatile, allowing you to manipulate all aspects of the game. RM2K3 might be easier to “program” a Pokemon game, using events instead, and you’d have to create your own CMS and CBS. But, of course, there are more Pokemon games for RM2K3 than RMXP/VX to use as a reference guide if you need to.
