Both. Many T-ball, Farm ball and Rookies players are first-year athletes, and these divisions are very much geared toward learning the basics of the game and preparation for playing Minors and Majors. We currently use a tee, coach-pitch or pitching machine in games, batters do not strike out, everyone plays roughly an equal amount, and no score is kept during the regular season. Minors is also considered an instructional division with minimum play requirements and other rules to keep it fun, but at this level the players pitch and the score is kept. Majors and above are considered competitive divisions. However, there is a lot of emphasis on skill development in practices and games, and there are minimum play requirements.
