No. You don’t get 26% chance to stun per TICK or Hellfire/Rain of Fire, but instead you get that chance over the course of the entire spell. This means you have a 26% chance to proc the stun per cast of Hellfire – a very small stun chance per tick. Just skip Pyroclasm; it sucks.
