Is production of electricity the Corps main concern and not flood control?
Public safety is the Corps number one priority, so during a high water event, our dams are operated to minimize flood damages as much as possible. Projects such as Old Hickory Dam and Cordell Hull Dam were not designed to be flood control projects and have a limited amount of storage by design. These projects were authorized by Congress to be built for navigation and hydropower generation, and the supplemental benefits of recreation, fish and wildlife protection, and water quality were authorized later. We operated these dams to their full flood damage reduction capacity in this event.
