NO, they are not a guarantee that you will receive a credit card. If it was preapproved, why would they make you fill out the information section of the letter? Responding to these scams, allows them to pull a “hard hit” on your credit report which will lower your score. They may also deny the application, or like most of the crooked companies, send you a card with a limit of $500 and charge you a processing fee when you open the account which will show on your first statement. If you are truly preapproved, then they would simply send you the credit card along with the contract listing their policies. Hope this answers your question.
