I’m not sure how legal the actual bombs are, but yes, saltpetre is legal. You are probably thinking of ammonium nitrate, which is much more controlled and difficult to obtain due to its usage in more dangerous explosives. Potassium nitrate and sugar in a 3:2 ratio, heated and stirred constantly until peanut buttery make a good bomb, but add a spoon or two of baking soda to increase the emission time but lower the rate at which it burns. As for obtaining it, have a look online, Google shopping, that kind of thing. A lot of science stockists sell it.
