Potassium nitrate is indeed legal in Australia. The trouble is, it’s incredibly difficult to find (and if I’m not mistaken, no one is allowed to sell it for private home usage). Potassium nitrate is used in Australia as a fertilizer, but recently was made unavailable due to growing concerns as to its potential use as a bomb reagent (an ingredient used to make bombs). I don’t know anywhere you could get it, unless you got it illegally.
