If you use oil based polyurethane varnish it will yellow a lightish coloured paint underneath through time. If I painted a bannister I would give it a good rub down and then apply 1 coat of undercoat and two top coats of gloss paint. A quick rub down with a damp cloth once a week – no dirty fingermarks.
