Is Por 15 Chassis Coat Black really Por 15?

I’ve read contradictory statements about the Por 15 Chassis Coat Black paint. I’ve heard that it has the same rust preventative properties as regular Por 15. But then again, I’ve also heard that it is just a top coat (to create the original style semi-gloss finish) for the regular Por 15. Which statement is true? I bought it believing that it did the same thing as the regular Por 15, just with the correct semi-gloss finish.
