Population control has always been defined through limiting births, not increasing them. In the more bizzare cases population control has been achieved through giving women better rights as men do in other countries to Roe vs. Wade in the USA which became a limiting birth mechanism because it was well understood that minorities would have the highest abortion rates. Go figure.
