According to the MSDS for PolyVinyl Alcohol (http://www.sciencelab.com/xMSDS-Polyvinyl_alcohol-9927396) it is a solid at room temperature meaning that it would not be a solvent because solvents must be liquid. If you were to try to heat it to the melting point to use it as a solvent many of the organic compounds that you may be interested in would have decomposed.
