It could be both, depending on exactly which properties (and which boundaries of values of those properties) you choose to define metal and metalloid. In a way, it’s like whether to call someone tall. I’m sure we’d probably both agree that a 7ft person is tall (and similarly, sodium a metal), but you may not call 6ft tall, whereas I might.
