Is Poland considered a Presidential or parliamentary government?
Poland has definitely and without a shadow of doubt a parliamentary government. Parliament selects Prime Minister and administration, and most government functions are performed by them. President is not completely but almost a figurehead, like President of Germany, Queen of England, Governor of Canada etc. The only serious powers of president are: * he can veto legislation, what requires 3/5 majority of lower house to overcome * together with parliament he takes part in selecting independent government bodies, like judges, ombudsman, central bank, communications commission, ambassadors etc. * during wartime he becomes commander in chief, normally it’s a job of minister of defense who works under prime minister President doesn’t control any part of the executive. It’s all under Prime Minister or some independent body like the central bank. See also: http://en.wikipedia.
