Poland has definitely and without a shadow of doubt a parliamentary government. Parliament selects Prime Minister and administration, and most government functions are performed by them. President is not completely but almost a figurehead, like President of Germany, Queen of England, Governor of Canada etc. The only serious powers of president are: * he can veto legislation, what requires 3/5 majority of lower house to overcome * together with parliament he takes part in selecting independent government bodies, like judges, ombudsman, central bank, communications commission, ambassadors etc. * during wartime he becomes commander in chief, normally it’s a job of minister of defense who works under prime minister President doesn’t control any part of the executive.
