His attitude is typical of thieves. First it is illegal for him to use it without the express permission of the owner AND their ISP. It is internationally accepted to be illegal as it is stealing service from the ISP. Several ISPs have prosecuted under these laws, none has lost a case. Apart from VERY heavy fines ( thousands per time connected) it carries up to 5 years prison. He is also stealing bandwidth which may be costing these people extra, or even get them penalised heavily or even blocked until the end of each month. Hopefully while he is using it, the fact that EVERY packet sent is readable by anyone locally, making all his clear text user names, passwords, emails and sites visited (including banking sites) public, will get his identity stolen, or even all his money. He is giving these people his information so under his theory, it must be OK for them to use it.
