No, at least no way from Nintendo, there are possible tunneling methods if you search the internet enough, but they usually aren’t reliable and/or aren’t used by very many people. The only way it could be online would be if nintendo either made a “PictoChat 2,” or had some kind of wireless upgrade you could download with your DS. There is absolutely no confirmed info on this.
