Is Penn State banning the use of Napster?
No. The University is simply advising students that it is illegal and against University policy to copy copyrighted materials without the permission of the author, artist or other copyright holder. University networks may not be used for this purpose. The University is monitoring use patterns on its network to identify potential copyright infringement involving Napster or similar programs. The University has had a long-standing policy that prohibits the use of Penn State resources to infringe on others’ copyright, and the University has a legal obligation to enforce that policy. Students who use a Penn State access account are required to abide by University policies.
