The baseline groundwater contamination levels and product thickness measurements should be determined at the site before pilot testing or system start-up so the contractor is neither blamed nor paid unduly because the real-time starting contamination levels were different than those measured at the time the site characterization data was collected. Although the site characterization data are reasonable indicators of concentration levels at an untreated site, time and seasonal factors may have pushed those levels up or down before the treatment system is turned on.
