It depends on how you look at it. If you consider patois in its present form, yes, because a synchronic analysis views linguistic phenomena only at one point in time, usually the present, though a synchronic analysis of a historical language form is also possible. But if you study how patois has evolved then it is a diachronic analysis, as it examines a language in terms of developments through time.
