Is partially saturated vegetable oil the same as partially hydrogenated vegetable oil?

Not really. As an ingredient, partially hydrogenated vegetable oil is a man-made product that is not healthy. Many healthy oils could technically be called “partially saturated.” I have never seen “partially saturated vegetable oil” listed as an ingredient. It is not a meaningful term.
