Is partial copper plumbing bad?

Michael, Elvis and Tman are both correct one other consideration though is the gauge of the copper. Just like the difference in PVC and CPVC there are different gauges in copper where some is thinner and therefore cheaper then the other. I have used both and even taken a look at the new PEX for some homes. Although as they say “Copper is proper” so what you might have is either additional plumbing added to the existing system or instead replaceing a leak with the original they used PVC which is quicker and easier to do.
