Is over clocking the PC processor or the graphics card good or bad?

When you overclock you are running the parts in your computer faster than their stock Frequencies, which makes your computer have better performance. The problem with overclocking is that you normally have to increase the voltage of the electricity coming into the part which generates more heat which can shorten the lifespan of your part, However you can easily counter this problem with the CPU by buying a better Fan and heatsink for it or even going to liquid cooling. With the Graphics card you could upgrade the fans in your case to give it better airflow or liquid cool it, I wouldn’t overclock a Graphics card that’s not Liquid cooled that much.
