Places that take it seriously do not create a lot of exemptions or exceptions. If you really want to get serious about billboard control, which many communities do, the only really effective way to do so is to completely ban all new billboards within the city’s jurisdiction. If you completely ban all new signs, over time the billboard problem will be reduced. You’re also not allowing the intrusion of new technologies like digital billboards and wall wraps to come in and further obliterate the visual quality of the place.
