I disopute the word “greatest” which no terrorist should have in front of his name-successful might be better. However, I believe it was Genghis Khan. Born c 1162 and dying in 1227, he began his life as the third son of an unimportant tribal chief in Central Asia. During his childhood, he experienced extreme poverty when his tribe refused his leadership. But, by his death, his very name struck fear into most of Asia and as far as Europe, because of his tactics. He would raze a city, kill its inhabitants (except for the artisans, as he had use for them, and because his ancestors had been blacksmiths), then he would release a few survivors into the ruins to tell those hiding that the Mongols had gone. When the survivors came out, they were killed too. That was how he so easily defeated most of Asia.
