Is One-ED just an effort to outsource the work of the Department?
No, One-ED is not an attempt to outsource sections of the Department. In fact, the Department already has about 1.5 contractors for every employee. One-ED, and the work that our employees have been doing with the assistance of contractors, is about streamlining our work processes. It is also about introducing competition into our work to make sure that we are doing the best work that we can. Even so, in many instances, even if our employees are asked to compete with the private sector, I believe that they are in an excellent position to win such competitions-they know the Department, and they will have redesigned the processes that might be competed.
