The proposed refinery would be owned 50 per cent each by North West Upgrading Inc. and Canadian Natural Resources Limited (CNRL). North West Upgrading would be the operator and submitted the proposal under their name. CNRL will be providing feedstock as well, up to 25,000 barrels per day of bitumen for the stages the Crown would be providing supply.
