Is NetEqualizer Fairness the Same Thing As Partitioning Bandwidth Equally Among Users?

Cal’s question stumped me, because we have not been in that situation. Most streaming videos (i.e. YouTube) are so short that they’re over before our NetEqualizer would escalate penalties sufficient to damage the user experience. We also have a pretty decent amount of bandwidth for our number of users.
