I do not know about Firepay but with NeTeller if you have a registered checking account and are willing to wait for a few days for a withdrawal via an Electronic Funds Transfer (EFTS) there is no charge. If you want a check and are willing to wait for it via a Postal Service (snail mail) the charge is $2. You can also request a check be sent by FedEx and the charge is $11 for FedEx in the US and have it the next business day if requested before 3pm EST. I have never made a deposit to NeTeller other than withdrawals from the gaming sites into my NeTeller account.
