No, NC HealthChoice members are not eligible for NC SmartChoice. Although NC HealthChoice is administered by the North Carolina State Health Plan, it is actually a program of the North Carolina Department of Health and Human Services (DHHS), cofunded by DHHS and the Federal Government.
