It is from the swelling, and hopefully your piercer wasn’t a hack and actually used a tongue barbell that was longer than necessary to allow for the swelling…but since your piercing is trying to eat your jewelry, it sounds to me like they maybe didn’t. Tongue rings should have jewelry that is up to 1/4″ longer than standard tongue barbells for the initial jewelry. After 2 weeks or after the swelling has gone down, which ever comes first, the jewelry should be changed to standard tongue jewelry to alleviate the discomfort under the tongue or on the roof of the mouth of the client. I as a piercer use longer jewelry for the initial piercing and have my client come back in 2 weeks if the swelling has completely gone down and I change their jewelry to a shorter bar for them at no charge.
