The City of Rock Island has three Tax Increment Financing Districts and a State-Certified Enterprise Zone. TIF and Enterprise Zone maps are available at City Hall, 1528 Third Avenue. • Does the City have incentive programs to assist small business? The City offers several incentive programs including low-interest loans, facade improvement grants and sales tax rebates available city-wide.
