if the partners are staying over 3/4 nights i think that is ok, in any case if they have their own property where they are paying council tax then i doubt they could be classed as living there. also the girls u dont mention their age if they are of working age then again maybe they are not actually classed as living their for her benefits claim whatever it says on the tenancy agreement. if they are under 16 maybe she has shared care with a partner and if they are under 16 she would be only entitled to one bedroom for them and one for herself so i am guessing the property is a 2 bed. if they are over 16 they would be entitled to one room each so i guess it must be a 3 bed if they are working they have to pay a contribution which is dependent on how much they are earning so they may not be committing benefit fraud at all there is a difference between benefit fraud and breaking the terms of the tenancy agreement and even within the council if they have arranged it for her it would be the
