I agree that you probably need to take this kitten to the veterinary. Don’t be upset that u can’t tell it is boy or girl yet because unless you have had cats around almost all of u’re life you can’t easily tell the sex of kittens that small. U might try www.petplace.com in the FAQ section for an answer. To me it sounds as if it may have a serious ear infection which can cause an imbalance. U haven’t said if the kittens have always been inside since birth. Also might try (if it will hold still) moving a finger close to an eye and watch to see if it closes the eyelid or turns it’s head away from your hand. This is what I did with a puppy that was born blind. Later found out it was born with water on the brain.
