Is Multimodal Transport consistent with Maritime Transport Services?
It is possible to argue that because multimodal transport involves road, rail and perhaps even air transport, then it cannot fit under any negotiations supposedly covering maritime transport services. However, this paper will argue that while the totality of transport is certainly outside the scope of maritime transport services, there are actually some strong arguments in support of integrating certain aspects of multimodal transport in any negotiations on maritime transport. Firstly, however, it is necessary to be very clear what it is that we are talking about when referring to multimodal transport in this context. At the 9th session of the NGMTS, the Australian Delegation put forward a discussion paper on multimodal transport in order to provide some possible guidance as to how these additional elements could be covered, as well as offering some scheduling alternatives, and this offers a very useful starting point.
