Is Moodle free like GMail and Google Apps?
No. While there is no license fee for the software, the University will incur costs associated with the operation and support of Moodle as the centrally supported LMS. The migration will have costs due to the need for staff time for migration and checking as well as the underlying operating costs. Once the migration is complete, Moodle should be less expensive than Blackboard Learn, operationally.
